Bulk hair cosmetics supply: when drums beat finished goods

Cost per litre, freight and duty, local filling requirements and the batch documentation you need before buying bulk hair products.

Buying bulk hair products lowers freight and unit cost, but it moves filling, labelling and part of the compliance burden to your side. Here is how to decide which model fits your market.

What bulk supply actually is

Bulk supply means the factory produces and tests the finished formula, then ships it as concentrate in industrial drums — typically 20 L, 50 L or 200 L — instead of filling it into retail packaging. Your team, or a local filler, handles bottling, labelling and branding in your country.

At Eco Beauty both models start at 300 litres per SKU, so you can pilot in finished goods and switch to bulk once volumes justify local filling.

Where bulk wins

  • Freight: you stop paying to ship air inside bottles and empty packaging volume.
  • Duty: in several markets, bulk cosmetic preparations attract different tariff treatment than retail goods.
  • Packaging cost: sourcing bottles locally can be cheaper and far faster to restock.
  • Flexibility: one bulk formula can feed several SKUs, sizes or salon formats.
  • Shelf life: product is filled closer to the sale date.

Where finished goods win

  • No filling capacity needed, and no local quality system to build.
  • The manufacturer carries labelling and dossier responsibility.
  • Consistent presentation across every market you sell in.
  • Fastest route to a first launch, especially for a new brand.

Documentation to request with every bulk batch

  • Certificate of analysis with batch number and manufacturing date.
  • Technical data sheet, including viscosity, pH and density for filling setup.
  • MSDS for transport classification and warehouse handling.
  • Stability data and recommended shelf life, before and after opening.
  • Full INCI list to build compliant local labelling.

Our quality control process and export documentation cover each of these as standard.

Bulk smoothing: an extra warning

Smoothing concentrates are acid systems. Filling temperature, container material compatibility and headspace all affect performance and shelf life. Before your first bulk keratin or nanoplastia run, agree filling parameters with the factory in writing and run a compatibility test with your chosen bottle.

What is the minimum bulk order?

300 litres per SKU, the same minimum as finished goods, shipped in 20 L, 50 L or 200 L drums depending on your filling setup.

Can I switch from finished goods to bulk later?

Yes. The formula, stability data and documentation stay the same, so the switch mainly affects packaging and labelling on your side.

Who is responsible for labelling when I buy bulk?

You are, in the market where the product is sold. We supply the full INCI list, technical data sheet and batch documentation you need to build compliant labels.
